Theory, During the 1950’s we needed a way to photograph nuclear explosions, they did this using two rotating polarizing filters to allow for a minuscule exposures. This looks like it may work similarly, although allowing for sequential exposures.

Well it looks like a controllable prism for multi-image shots. Each prism has a wheel to rotate it. This would be used in front of a regular lens. Odd device for odd photos.
